REQUEST FOR QUALIFICATIONS

Spokane Regional Emergency Communications (SREC) is seeking Statements of Qualifications from qualified consulting firms with demonstrated experience in public safety communications, regional governance, public-sector finance, and cost allocation methodologies. SREC intends to engage a consultant to evaluate its existing user fee methodology and develop a sustainable, equitable, transparent, and repeatable methodology for allocating costs among participating member agencies.
Through this RFQ, SREC seeks to identify the firm best qualified to perform the work described in this document. SREC anticipates selecting a preferred firm based primarily on qualifications, relevant experience, project team, understanding of the assignment, and proposed approach, followed by negotiation of a final scope of work, schedule and compensation.

SREC will post all questions and answers on the SREC website, www.srec911.org, thus providing all questions and answers to all prospective bidders.
Responses will be accepted by Spokane Regional Emergency Communications (SREC) beginning 8:00 am on Thursday, August 27, 2026 until 4:00 pm on Tuesday, September 15, 2026. Responses will be opened on Wednesday, September 16, 2026 at 9:00 am at SREC, 12710 E. Mirabeau Pkwy, Suite 300, Spokane Valley, WA 99216 and publicly read aloud.
